Who We Are

The Bureau for Rights-Based Development (BRD) is a registered non-profit, non-governmental organisation established in 2002. BRD is committed to promoting rights-based development to foster a strong, inclusive, and pluralistic society in Afghanistan. Our mission is to empower individuals and communities—especially the most vulnerable—by addressing the root causes of poverty, inequality, and injustice. We believe that sustainable development is only possible when people are aware of their rights and are equipped to claim and protect.

A peaceful, equitable and prosperous  Afghanistan where every individual—regardless of gender, ethnicity, or background—can live with dignity, opportunity, and hope.

Mission

BRD works to empower men and women to improve their lives through fair, sustainable resource use, with a focus on supporting vulnerable groups—especially women and children.

Core Values

BRD upholds commitment to quality, innovation, and collaboration; acts with integrity, professionalism, and fairness; ensures transparency and accountability; treats all individuals with respect regardless of background; and delivers services impartially, guided solely by the needs of its target groups.

Governance

BRD’s highest decision-making body is the General Assembly, held annually, where all members vote according to the statutes. The organization is governed by a Board of Directors elected by the Assembly, responsible for setting strategic direction, overseeing the executive team, and ensuring legal compliance, transparency, and accountability across all operations.

Management

BRD’s management team includes the Executive Director, Program Director, Program Manager, Finance Manager, and heads of key programs and projects. This strong organizational structure ensures effective and efficient program delivery, maximizing impact and results.

Internal Control and Policies

As a non-profit, BRD ensures its operations align with its mandate, international standards, and donor requirements through robust internal controls and comprehensive policies and procedures, applied across all activities at both field and headquarters levels.

Programs Overview

Sustainable Livelihood

BRD’s Sustainable Livelihood Program empowers vulnerable Afghans by enhancing skills, expanding economic opportunities, and promoting self-reliance to reduce poverty and build long-term resilience.

Eduction

Afghanistan’s education system has been severely impacted by decades of conflict and crisis. BRD supports disadvantaged children and youth—especially girls—by improving access to education, providing essential training, and offering economic support to help them stay in school and build a better future.

Community Health Outreach Program (CHOP)

The Community Health Outreach Program (CHOP) is a collaborative initiative with the aims to build healthier communities by addressing health disparities and strengthening local capacity for long-term impact. to improve access to essential healthcare services in underserved communities. 

Protection

BRD’s program delivers rapid, life-saving assistance to the most vulnerable, while strengthening local capacity to respond and recover. Continued support is essential to prevent further deterioration and promote stability.

Environment&Climate Change

Afghanistan faces urgent environmental and climate challenges. BRD equips citizens with the knowledge, skills, and ethical awareness needed to make informed decisions and take action on environmental and climate issues, fostering sustainable development and resilience.

Preserving Culture Heritage At Risk

Cultural heritage is vital to community identity, resilience, and peacebuilding. BRD promotes the preservation of Afghanistan’s diverse cultural heritage as a foundation for social cohesion, sustainable recovery, and a culture of peace.

We integrate gender, environment, and conflict sensitivity, align with international standards, and focus on 12 SDGs. Our Theory of Change

BRD empowers marginalized communities through a Human Rights-Based Approach, promoting awareness, solidarity, and advocacy. By addressing social exclusion and systemic inequalities, BRD enables people to claim their rights, access resources, and participate in decision-making—building a just society where everyone can live with dignity and freedom from poverty.

By viewing needs as rights, BRD empowers marginalized communities to claim their entitlements, addressing poverty from the perspective of those affected and promoting inclusive, rights-driven development.

It empowers communities and civil society to promote accountability, transparency, and resilience. Through inclusive, locally owned programs, BRD supports poverty eradication and sustainable development, contributing to the realization of the SDGs and organizational effectiveness.

Humanitarian and Core Principles

BRD upholds core humanitarian principles—humanity, neutrality, impartiality, and independence—while aligning with international standards like CHS and SPHERE. It ensures people-centered, coordinated, and accountable responses, emphasizing transparency, performance, and community participation. BRD prioritizes dignity, timely aid, and ethical resource use, ensuring affected populations are informed, resilient, and empowered.

Cross Cutting Themes

BRD mainstreams gender, environmental sustainability, and conflict sensitivity across all programs. It ensures inclusive participation, uses disaggregated data, applies environmental impact assessments, and adopts the Do No Harm principle. These approaches promote equity, sustainability, and peace, aligning with BRD’s commitment to rights-based, locally driven, and responsible development.

Sustainable Development Goals (SDGs)

BRD’s strategic plan (2021–2025) is fully aligned with the Sustainable Development Goals (SDGs). As a rights-based organization, BRD’s programs actively contribute to 12 SDGs, promoting inclusive development, equality, resilience, and sustainability through targeted interventions that address poverty, education, gender, health, environment, and governance challenges.
